What is the World Trade Center Health Program?
The World Trade Center (WTC) Health Program is a federally-funded program that provides medical monitoring and treatment for certified WTC-related health conditions to 9/11 responders and survivors at no out-of-pocket cost to them.
This means that the Program covers the costs for all medically necessary treatment for certified WTC-related health condition(s) and medically associated health conditions. The Program covers treatment costs as long as the treatment complies with all WTC Health Program regulations, protocols, policies, and procedures and is provided by a WTC Health Program affiliated provider.
Your patient may be eligible for WTC Health Program membership if they are:
- a Survivor and went to school, worked, lived, or were otherwise present in the NYC Disaster Area on 9/11 or in the days, weeks, and months after or;
- a Responder and were involved in the response, recovery, clean-up, or related services at the WTC and WTC-related sites, the Pentagon, or the crash site in Shanksville, PA.

If your patient meets the criteria above, they may have been exposed to toxins, dust, debris or conditions that could cause or contribute to health conditions such as aerodigestive disorders, mental health conditions (e.g., post-traumatic stress disorder (PTSD), musculoskeletal disorders, acute traumatic injuries, and cancer).
Patients who may be eligible for the Program can visit our website to learn how to apply. If your patient is eligible as a Survivor, they must either have symptoms of or be diagnosed with a covered condition to enroll.
Be sure to screen for covered conditions and watch for symptoms such as:
- persistent cough or wheezing;
- constant runny or stuffy nose;
- chronic heartburn or acid reflux;
- trouble sleeping, anxiety, or depression.
Please note: To be covered by the Program, a health condition must be certified by the WTC Health Program and treated through a Program affiliated provider. The Program does not replace primary health insurance. Patients are encouraged to continue seeing their regular physician for all non-WTC-related care.

The WTC Health Program provides thousands of members with benefits such as:
- expert care of certified WTC-related conditions;
- monitoring exams to track health changes over time;
- creenings for lung, colon, breast, and cervical cancer based on United States Preventive Services Task Force (USPSTF) guidelines;
- opportunities to participate in research on treatment of covered WTC-related health conditions;
- opportunities to participate in research on emerging WTC-related health conditions.
Specialized care for WTC-related health conditions is provided at no out-of-pocket cost to members through Clinical Centers of Excellence (CCEs) in the New York metropolitan area or through the Nationwide Provider Network (NPN).
9/11 Victim Compensation Fund
Your patient may also be eligible for financial compensation through the September 11th Victim Compensation Fund (VCF). The VCF is a separate program run by the U.S. Department of Justice and a WTC Health Program member is not automatically registered with the VCF.
