Healthy People 2020 Progress by Population Group

The Healthy People 2020 (HP2020) Progress by Population Group analysis is a component of the Healthy People 2020 Final Review that provides the final status of progress toward target attainment for population groups. Final progress status within the HP2020 tracking period was determined using the baseline, final, and target values for an objective. Each measurable objective included in the analysis had a single target for all population groups. Targets were generally set using one of several available target-setting methods, based on objectives’ baseline values for the total population covered by the objective (see pg. 5 of General Data Issues).

This analysis includes subsets of the 1,111 measurable HP2020 objectives that have data available for any of the six broad population characteristics: sex, race and ethnicity, educational attainment, family income, disability status, and geographic location. Bar charts and accompanying data tables showing the percentage of objectives in each of the final progress status categories can be filtered using the interactive menus below by Topic Area(s) (“Select Topic Area(s)”) and population characteristics (“Group By”). Specific population groups within these characteristics can be further filtered using the “Select Population(s)” menu. If multiple Topic Areas are chosen, the final progress status data will be aggregated across these selections. More information on the methods for progress evaluation in the HP2020 Final Review and the population groups in this report can be found in the links in the Technical Footnotes section below.

Technical Notes

The final progress status categories used in the HP2020 Final Review are summarized below. For more information on the methods used to track progress in HP2020, see National Center for Health Statistics Statistical Note 27.
1. Target met or exceeded—One of the following applies:
  1. At baseline, the target was not met or exceeded, and the final value was equal to or exceeded the target.
  2. The baseline and final values were equal to or exceeded the target.
2. Improved—One of the following applies:
  1. Movement was toward the target, standard errors were available, and the percentage of targeted change achieved was statistically significant.
  2. Movement was toward the target, standard errors were not available, and the objective had achieved 10% or more of the targeted change.
3. Little or no detectable change—One of the following applies:
  1. Movement was toward the target, standard errors were available, and the percentage of targeted change achieved was not statistically significant.
  2. Movement was toward the target, standard errors were not available, and the objective had achieved less than 10% of the targeted change.
  3. Movement was away from the baseline and target, standard errors were available, and the percent change relative to the baseline was not statistically significant.
  4. Movement was away from the baseline and target, standard errors were not available, and the objective had moved less than 10% relative to the baseline.
  5. No change was observed between the baseline and the final data point.
4. Got worse—One of the following applies:
  1. Movement was away from the baseline and target, standard errors were available, and the percent change relative to the baseline was statistically significant.
  2. Movement was away from the baseline and target, standard errors were not available, and the objective had moved 10% or more relative to the baseline.

Each measurable objective in the Final Progress by Population Group analysis had a single target for all population groups for which data were available. Because this single target was set for the total population, instead of unique targets set for each population group, there were objectives for which population groups met the HP2020 target at the baseline data point, while other groups had not met the target.
