Background

The purpose of the Rape Prevention and Education (RPE) program is to prevent sexual violence perpetration and victimization by increasing protective factors and decreasing risk factors. This can be achieved through a public health approach that implements and evaluates comprehensive strategies based on the best available evidence.

Requirements

The goal of this notice of funding opportunity (NOFO) is for recipients to address social and structural determinants of health at the community and societal levels of the Social Ecological Model (SEM). Recipients must use evidence-informed strategies and adaptations and promote health equity in their prevention efforts. We aim to foster meaningful engagement and coordination among recipients, their state or territory health department, and Tribal sexual assault coalitions. This four-year funding opportunity requires recipients to:

  • Build infrastructure for sexual violence prevention.
  • Work with the state health department to develop or enhance a state or territory action plan.
  • Implement community and societal-level sexual violence prevention strategies that promote health equity.
  • Use data to inform prevention action.

Intended outcomes

The goal is for communities to increase their use of sexual violence prevention strategies and programs that focus on areas with a high burden of sexual violence. The actions outlined in this NOFO will help recipients:

  • Decrease sexual violence perpetration and victimization rates at the state or territory level.
  • Reduce disparities in sexual violence by addressing associated inequities in social and structural determinants of health.

Eligibility

The only type of organization that can apply is a designated state and territory sexual assault coalition, as authorized by the Violence Against Women Act (2022) and 34 U.S.C. 12291.

We will not review your application if it doesn't meet the following criteria:

  • State sexual assault coalition applicants: Your organization must be named on the CDC-approved state sexual assault coalition list available on CDC's Rape Prevention and Education webpage. Include your state sexual assault coalition's name in the project abstract.
  • Territory Sexual Assault Coalition applicants: You must state that you are a Territory Sexual Assault Coalition. Include your coalition's name in the project abstract.

Funding

Expected awards: Up to 56 state and territory sexual assault coalitions

Expected total program funding over the performance period: $26,676,000

Expected total program funding per budget period: $6,669,000

Maximum Funding Per Applicant Per Budget period: As outlined in the 2022 Violence Against Women Act, all designated state and territory sexual assault coalitions will receive the same funding amount based on the legislative appropriated amount ($135,000).
