The figure shows alcohol outlets of Durham County, North Carolina in 2017 with the city of Durham inset at top right. The inset shows historically redlined regions in 1933, established by the Home Owners’ Loan Corporation (HOLC). Measures from maps of present-day alcohol outlets and historic racial divides show similar disparities. The largest off-premises alcohol outlet cluster in 2017 also appears among the most HOLC grade D (ie, “hazardous”) neighborhoods from 1933. Concentrations of non-Hispanic Black residents are also shown.
