Overview

Certain applications are subject to Intergovernmental Review of Federal Programs, as governed by Executive Order (E.O.) 12372. The order provides for state and local governmental review of proposed federal assistance applications where a state so chooses. If an applicant's state participates, the applicant shall contact their state single point of contact (SPOC) as early as possible to alert the SPOC of the proposed funding opportunity, the applicant's intention to apply, and to receive instructions on the state process for coordination and review, as applicable. For proposed projects serving more than one state, the applicant is advised to contact the SPOC for each state affected. This requirement does not apply to American Indian/Alaska Native tribes or tribal organizations.

The following Centers for Disease Control and Prevention (CDC) programs are subject to E.O. 12372:

  • 93.268, Immunization Cooperative Agreements
  • 93.977, Sexually Transmitted Diseases (STD) Prevention and Control Grants
  • 93.978, Sexually Transmitted Diseases (STD) Provider Education Grants
  • 93.988, Cooperative Agreements for Diabetes Control Programs

SPOCs should email confirmation of awareness and support of the application to the Grants Management Specialist indicated in the CDC Notice of Funding Opportunity (NOFO), including the NOFO number in the email.

SPOCs that have comments or recommendations about an application that has been submitted to CDC should email the Grants Management Specialist indicated in the CDC Notice of Funding Opportunity (NOFO), within 60 days after the application deadline date closes. Include the NOFO number in the email. CDC may consider the recommendation or comments, and, if necessary, will inform the SPOC of the final decision. CDC does not guarantee acceptance of a recommendation, nor provide justification for non-acceptance or response to comments from SPOCs that are received more than 60 days after the application deadline.
